By nationality – Chuvash. In 1920, after graduating from his native school, he entered the preparatory department at the Simbirsk Chuvash Pedagogical College. In 1924 he transferred to the main department of the pedagogical college. In 1928 he finished his studies and left for Siberia. At the end of 1930, he was demobilized and worked as a normalizer in the boiler shop at the Kuznetsk Metallurgical Combine.<br><br>In April 1932 he was again drafted into the ranks of the Red Army and enrolled in the cadre. Served in Kansk, Leninsk-Kuznetsk, Kemerovo. Since July 1940, with the rank of captain, he became a student of the Red Banner and the Order of Lenin Military Academy. M. V. Frunze. After the outbreak of World War II, he graduated from the academy at an accelerated rate and from October 1, 1941 he became chief of staff of the 23rd airborne brigade of the 10th airborne corps. Until May 1942, the brigade underwent formation and training in the Moscow region and in the Saratov region (Krasny Yar).<br><br>He participated in hostilities since May 1942. The entire combat path passed as part of one unit – in the 10th Airborne Corps, which was transformed in August 1942 into the 41st Guards Rifle Division.<br><br>By the summer of 1943, Major Belyaev was the chief of staff of the division, and from September 10 he was appointed acting division commander. Particularly distinguished himself in the battles for the liberation of the Left-Bank Ukraine and during the crossing of the Dnieper River.<br><br>In offensive battles on September 10-25, 1943, the division under the command of the guard of Lieutenant Colonel Belyaev liberated 28 settlements and reached the banks of the Dnieper River. On the night of September 26, units of the division crossed the river and secured a foothold. In carrying out the combat mission of the Guard, Lieutenant Colonel Belyaev showed an example of courage and courage.
